I would be grateful for any help you can offer.

Given a function of 2 variables and a parameter f(x,y,a), can we find for what values of the variables the function is less than zero?

It depends on how complicated your f is and what kind of answer you need. You may try a symbolic answer with Reduce:

f[x_, y_, a_] = -x^2 - y^2 + a;
Reduce[f[x, y, a] < 0, {a, x, y}, Reals]

or a graphic way

Manipulate[
 Plot3D[{f[x, y, a], 0}, {x, -1, 1}, {y, -1, 1}], {{a, 1}, -1, 1}]
Manipulate[
 RegionPlot[f[x, y, a] < 0, {x, -1, 1}, {y, -1, 1}], {{a, 1}, -1, 1}]
