Technical: Have to quit and restart kernel in order to run Mathematica

Recently upgraded from Mathematica 9 and encountered an annoying problem and a workaround to it.

The issue is that Mathematica would not calculate, plot, run, or do anything when I first open up a notebook. It starts to function just fine after I close and restart the "local kernel".

Question is though, what do I need to do so that I don't have to do this every time I open Mathematica up?

Two suggestions:

a) reset initialization files, in case one was damaged. See http://support.wolfram.com/kb/12464

b) Try disabling the Predictive Interface (http://support.wolfram.com/kb/11466). (Probably just disabling the Suggestions Bar is sufficient.)

If neither of those fixes the problem,
- Do you have code in the Kernel's init.m file?
- What operating system and level?
