Does this look like a difficult USB interface to make between an instrument and a computer?
I understand that the manufacturer of the instrument supplies a .dll for Windows. The ReadMe file in this directory explains more, and I believe all of the necessary files for the computer are there: ftp://download.newport.com/Oriel/Monochromators%20and%20Spectrographs/Cornerstone%20Monochromator%20Series/
Is it appropriate to offer contracts on this forum for work?

I'm sorry. I don't understand the question. What do you mean by interface? Like a some interactive graphical user interface? Can you show us what kind of interface you are trying to make and describe it further? Your FTP links to a bunch of files.
