SemanticImport fails for every file in both Mathematica 10.3.1 and 10.4.0

Hi, I cannot get "SemanticImport" to work in Mathematica. No matter which files I try to import or which character encoding I use, I get the following error message: SemanticImport::unexpinvaliderr: Unexpected invalid input was detected. Processing will not continue >>

Even if I create a table directly in Mathematic and export it, I cannot import it again with "SemanticImport". "Import" works just fine, I only get error messages for "SemanticImport".

I run Mathematica 10.3.1 and 10.4.0 on Windows 7, 64-bit. My system language is German, Mathematica runs in English.

Does anyone have an idea where the problem might be?

Yes, this should be a good workaround until the issue is addressed by the developers.

Does something like

 Block[{$TemporaryDirectory = "C:\\temp"}, SemanticImport["ExampleData/RetailSales.tsv"]]

work (assuming the C:\temp directory exists and is writable by the current user)?

Yes, this work, thank you! In that case, should I change "$TemporaryDirectory" permanently to "C:\temp"?
