In macOS Sierra 10.12 and MMA 11.0 nothing happens if I scroll very slowly with either the trackpad or mouse wheel. I have to scroll rapidly for the notebook to react. The result is a choppy experience.
Have you tried updating to 11.0.1? it has some Sierra-specific fixes...
I just downloaded and tested in 11.0.1. The bug remains.
