Have you tried setting the AutoGeneratedPackage notebook option to Automatic? This way you would auto-generate a "file test.m" file with the initialization code and without the Cell stuff.
In this case I try to read definitions in "file test.nb".
Could you give more details in regards to what are you trying to do? I find it very unusual to have to use a command like Import["file test.nb", {"Cells", "Input"}] to then modify the cells.
