I use Import[] to import an image and ImageResize[] to resize it:

```
ImageResize[Import["figure.jpg"],{400,300}]
```

If I use that in a new notebook, I obtain what I want;

if I use it in the notebook that I am writing, the image is blurry and in low quality.

Why?

It’s hard to know what might be special about the notebook where this doesn’t work. What kind of notebook is it? Do you see the problem if you restart Mathematica?
