Draw a blank cartesian plane with grids?

What is the best way to draw a blank Cartesian plane with grids and x and y values are from -10 to 10?

Perhaps not the best, but it is a start:

Graphics[GridLines -> Automatic, Frame -> True, PlotRange -> 10]

Hi Ben and Gianluca - I put in a couple of options that will draw an empty graph with bold axes and a visible 20 x 20 grid.

Graphics[GridLines -> {Range[-10, 10], Range[-10, 10]}, 
Axes -> True, AxesStyle -> Thick, PlotRange -> 10]
