Mathematica Version 11.2 desktop

The following video about the Online Mathematic shows a full feature Format panel.

In the desktop program, it appears to only have a minimal format toolbar.
Is there a full feature Format panel in the desktop program?

Use the Classroom Assistant Palette, available in the Palettes menu. This palette is much more powerful than the Format panel.

At the bottom of the palette, in the Help and settings section, there is a link to a video showing how to use the palette.
