How to build a query to find the c-section rate in US by income?

Hello community,
I am a new Wolfram user. I am trying to find the rate of c-sections for low income women in USA, specifically in the state of Washington. So far I have not been successful. Either I am not building the right query or the data is not available.
Any suggestions or pointers will be greatly appreciated,
