Standalone Mathematica GUI using Visual C++

Is it possible to build a GUI on Visual Studio C++ using MathLink, which runs on computers with no Mathematica?

The general answer is yes, since the connection between “front end” (in your case, your GUI) and the kernel is done using TCP underneath.
