What is the wind speed database from Brazil?

Two questions:

  1. I am using the function WeatherData in Mathematica and I don’t know which institution provides the airports wind speed data for them. So where does brazilian wind speed came from?

  2. In the same function WeatherData is the func “Mean” that return mean value for extended locations and times. What mean are the correct one: 10-minute mean wind speed or 30-second mean wind speed from each hour?
