Why are some functions in a package not loading

I’m trying to write a Mathematica package. When I do Needs[“Package`”], it loads only some of the functions. The rest are in blue. If I open the package.wl file directly, and run the package, these other functions become available. How can I resolve this?

Are you sure that Needs["Package`"] is using the same file that you posted here?

That was it! Thanks, I had an older copy of the file being loaded with the Needs function.
