I'm having the same issue, but on Linux (RHEL 9). From my research, the problem is not MathLink but it can't find the .NET runtime. On my RHEL 9 system, I've got .NET 8.0.4 (/usr/lib64/dotnet), but I think MathLink is having trouble finding it or...
So, I just upgraded to MM 14.0. The problem went away. Still using Consolas 13 pt. for the default Input / Output styles, but the quantity values are displaying normally.

That did it. I also had a minor error in my Overview page that I was ignoring as inconsequential. That may have been derailing the indexing. I removed the Overview page and it's all indexing properly. Now to fix that issue. Thanks for the tip....

How did you fix the issue with your custom paclet not getting indexed into the Documentation Center after it was installed? I'm having the same problem with my own paclet under MM 13.1 and would like to know what is causing this. Thanks!
Good News! Although Wolfram hasn't advertised it, it looks like the formatting on Symbol pages was fixed in **13.1**. The info button on the symbol hover drop-down is still squirrely, but it's livable with the workaround above. I had to rebuild...
