Speakers will play even if they can't manage to play the sound. This will result is distortion and noise you hear. It can even result in the destruction of the speakers. The way to debug this is to export the waveform to some format like ".wav"...
Thanks. It now works here (Chrome 44). Though the audio quality is extremely poor. Even if with sample rate raised: Play[Sin[400 2 Pi t], {t, 0, 1},SampleRate -> 44000]

This was asked a year ago: Is there a list somewhere that shows which Mathematica functions and commands are not supported in the Cloud? http://community.wolfram.com/groups/-/m/t/283411 and got no answer. Help IDs some unsupported functions...
This fails: SocialMediaData["Facebook", "FriendNetwork"] despite that Help does not ID this function as non-Cloud.
