Neural Nets - is it possible they will become un-necessary?

They are saying their new chips are analog computers designed MUCH like the brain and do not require a "learning method" (the method is on the chip). (they boast 100x learning speed over MNIST)

If so - if they are doing as they say ... it would seem a "real brain" on a chip be the quickest learner and also not need excruciating detailed programming?

Or is this new chip a ruse? It is really just doing what Mathematica, digitally, does except accelerated?

This is just a news brief, I do not "need answers". I usually would not post news but found the articles interesting because they are not "theory" they can now be ordered (they are finished theory, fact). And the implications if they are in puffery or onto something new has a great impact on neural network endeavors.
