Is it possible to use JLink with JRE?

Hello, I'm implementing the application that connect to Mathematica by using the bundled JLink.jar.
I have some question about the bundled JLink.jar from Mathematica 12.3.
It seems that JLink from Mathematica 12.3 need JDK.
and my application throws the exception such as
java.lang.NoClassDefFoundError: jdk/jshell/execution/LoaderDelegate

Is it possible to use jlink.jar (From 12.3) with JRE?

PS. The application work without any exception with bundled jlink.jar from Mathematica 10

JLink itself works fine without JDK (just checked in vanilla docker image with Wolfram engine 12.3.1).

Probably, the topic needs further investigation. Probably you have a stack trace?
