Why am I getting a 4 fold symmetry in the results

I am learning how to use Mathematica to solve PDEs. As a learning activity I put together the attached notebook to solve the heat equation for an annular space that contains heating/cooling tubes. At this point I am only implementing Dirichlet boundary conditions as I am still working to understand Neuman conditions. I have two questions.

  1. Why will the second version of the Dirichlet condition shown in the notebook not work?

  2. Why am I getting 4 fold symmetry in the initial condition and solution? I would expect 8 fold symmetry given the way the problem is set up.

As always any insight would be helpfull.
