Raw binary data on disk viewer capability

I found a tool that can be used to view that raw bits on a drive named Passmark OS Forensics but the tool costs $800 a year per user and so is not small purchase. The software can be used to view the raw binary bit data on a disk, which I think is cool and would like to be able to with mathematica, which has low-level kernel functionality and I think could be integrated with SystemINformation or something like the kernel.
I am wondering if this functionality could be built with a simple program, or a paclet, or a Wolfram Function Repository project, or a new feature in a future version of Mathematica.
