Scale & offset Spectrogram axes

I'm using the Spectrogram plots to graph ShortTimeFourierData objects. How does one scale and offset spectrogram axes in Mathematica? I tried using ArrayPlot to graph a SpectrogramArray as an alternative as ArrayPlot it is supposed to be more customizable than a Spectrogram plot but all I get with that is a blank output.

Use SpectrogramArray with ArrayPlot and set FrameTicks manually for time/frequency scaling, or use Spectrogram with ScalingFunctions and PlotRange to adjust axes.

It would be helpful to be more specific and concrete. Provide some actual code that shows what you have, and maybe with that you can explain what you want.
