That's a strange problem. I wasn't able to reproduce the problem with 10.3 on Mac. What OS are you using?
Please first try restarting Mathematica.
If that doesn't work, please try running the following code. What output does it give?
<< PacletManager`
Lookup["Version"]@PacletInformation["WeatherData_Index"]
If it doesn't give "7.0.14", then you should try to run:
PacletUpdate["WeatherData_Index"]
If that doesn't work, I recommend trying to reset Mathematica:
