[?] Table in an argument of a table

Hello Guys, I am trying to make a table/list of the following form:

However, m can range from 0 to a large number lets say 10. How can i write the range of b_m without writing it a 10 times? Like, enter image description here

I want to use this list as an argument for the first table, but it is not working. Any help please?

Try Table[<your sum code>, ##]& @@ <your list of iterators>. The reversed table is a List, not a Sequence, of iterators, and Table expects a sequence.

P.S. It's better to post actual code than images. It makes it convenient for others to copy your code and try out their ideas.
