Join edges that connect the vertices of the 1st graph with a 2nd graph?

As we know, graph join: graph with all the edges that connect the vertices of the first graph with the vertices of the second graph. I'd like to realized it in Mathematica.

What function can be used ? I see the Mathworld, the author recommend GraphJoin in in the Wolfram Language package Combinatorica`. I am unwilling to use the Combinatorica , the package may be suppressed.

It is out-of-date when Mathematica 10 came by reading the help document. Is there a direct way to do not need to use the package?
