What does True mean in Piecewise[ ] output?

Hello, I'm trying to set up these two piecewise functions pictured below. enter image description here

However, I'm not quite sure why the third value says true instead of the inequalities. Is this correct or does something need changing?

Hello! As I understand, this is WL notation for "everywhere else" / "where not specified". For example, one can use it in boundary conditions of PDEs, e.g., NeumannValue[0, True], which means something like "zero flux everywhere on the boundary".
