Looks like this is working again in 13.2? It does for my paclet.
Thanks for posting. I am aware of that workaround, but I don't know why F1 won't work or searching the function won't work. It was working in 13.0.
I'm having the same problem.
Try evaluating ?FunctionName. In the top right-hand corner of the response window is an information (i) icon that should link to your documentation page directly - At least mine does.
