What happened to Formatting toolbar in WM 14.0?

I was very surprised when could not find Formatting toolbar in the new version 14.0:

Maybe, this toolbar indeed was removed from the new version, though Help system includes it?
Unfortunately, WindowToolbars option does not allow a user to create a notebook with Formatting toolbar

Deprecated by whom? As a best-selling author, I used this all the time for rapidly setting up block text options with a single mouse click (for example, centering), also rapidly selecting a cell format (like text). I have about fifty styles that I use. It takes forever in the new system. Very annoying! The current system is fine if all you are doing is coding or writing a short paper. Any long projects are becoming very labor intensive.
