If there were a label on the icon, rather than just a tool tip, more people might use it.
In addition, I wonder if the Moderation Team could e-mail such folks directly (especially repeat offenders) with a concise set of instructions and suggest that they go back and edit their post. (Maybe the Moderation Team already does this?)
