This is a known issue related to the asynchronous paclet update mechanism. It has been resolved in version 10.3.1.

That's strange. I don't know another instance of this.

My best recommendation would be to download and install version 10.3.1. It doesn't have a fix for this, but it has a fix for many other small minor problems. 10.3.1 is a free upgrade for people who have version 10.3.0.
