Is Mathematica 10.4 a major upgrade from 10.1?

I just found out that the latest version of Mathematica is 10.4. When I login to my portal, it shows that my subscription expired less than one year ago, and I can only download version 10.1 It is a bit disappointing that I am already locked out of version 10.2, 10.3 and 10.4 within less than 1 year. I have two questions:

Is 10.4 a major upgrade?

If the answer is yes, do I have to re-subscribe to have 10.4?

I got the offer by email, one through my university (Wolfram Insider for Education). But the other one to my personal email (Wolfram Insider). Slightly different email, same message. I'd say, send them an email!

I believe that this offer is only for the professional license including premier support. Not for the home edition?

You can safely upgrade while also being able to access the upcoming version 11:

As Bianca said, there are quite a bunch of things added since 10 in versions 10.2/10.3/10.4, only for that it might be worthwhile for you. But with the prospect of also being able to access the upcoming 11, you might be even more willing to upgrade.

You can check out the full list of new features in 10.2, 10.3, and 10.4. I believe you'll have to pay something to get 10.4, but there may be a discounted upgrade... not sure how it would work for the subscription license.
