Enable code captions in Mathematica for Raspberry Pi?

How can I enable code captions in Mathematica for Raspberry Pi?
I followed this instruction ( Configure Non-English Code Captions—Wolfram Documentation )
but I can’t find ‘Preferences’ or settings.
