MultiaxisArrangement will make two PlotLabel

Hello,
When I use MultiaxisArrangement and PlotLabel at the same time, I see there will be two Plotlabes.

ListLinePlot[{Range[10], Prime[Range[10]]}, 
 MultiaxisArrangement -> All, PlotLabel -> "sfa"]

Looks like a bug, you should report it to Wolfram Support. I tried using FrameLabel instead but no label is displayed.
