Tabular works well, but unable to import DBF from Shapefile with Spanish characters

I am using Tabular and works very well with large databases. The problem I have is importing data from a DBF (280 thousand elements) file similar to the one attached. The DBF is an element of a shapefile produced by the National Statistics Office of Mexico. I tried all the options for importing files, but none of them have worked.

This file uses Windows-1250 character set. It is not possible to import this file correctly, because Import of DBF does not take CharacterEncoding option. We will try to add such option in the future version of Wolfram Language. You can open this file in LibreOffice Calc, specify Windows-1250 as character set and save it as Excel Spreadsheet (.xlsx). Import of .xlsx files will read Spanish characters correctly.

Thank you Piotr. It will be great if you add this option in the next version of Wolfram Language since the format is still widely used by the National Statistics Office.
